Preheat the oven to 400°F with the cast iron skillet in the oven. In a medium-sized mixing bowl, cream the butter and sugar together, until completely mixed together.

Add the creamed corn to the butter and sugar mixture, and combine. The mixture will be lumpy.

In a large mixing bowl, combine the all  purpose flour, baking powder, corn meal, and garlic powder and salt.  Whisk until combined.

Transfer the wet ingredients to the flour mixture, and add the heavy cream. Stir until combined.
