In a medium-sized mixing bowl, cream the butter and sugar together. You want the sugar to be combined into the butter completely.

In a large mixing bowl, combine the all purpose flour, baking powder, corn meal, and garlic powder and salt. Whisk until combined.

Add the creamed corn to the butter and sugar mixture, and combine. The mixture will look lumpy.

Transfer the wet ingredients to the flour mixture, and add the heavy cream. Stir until combined.
